Its main purpose is to affix your cuisses correctly, making them rest comfortably on your waist and hips. 
This method of pointing your cuisses is one of the most useful, helping to distribute the weight of your armor more evenly, allowing for more fluid movement.
The padded belt adds further protection by allowing your chest armor to rest on your hips without any stress to the hip-bones and skin.
